Call for Proposals on Governance

      I.            Summary

The Public Affairs Office of U.S. Embassy Maputo is calling for public diplomacy proposals, due on August 21, 2017, addressing the following problem:  Suggestions and complaints left in the boxes at Mozambican government public service offices are largely underutilized.

   II.            Submission

Proposals must be submitted via email by 17h30 on August 21, 2017 to MaputoPDProposals@state.gov.  Proposals received in any other manner will not be considered for funding.  Proposals received after that deadline will not be considered for funding.

III.            Evaluation criteria

The selection panel will consider the following criteria to select proposals for funding:

  • Adherence to required format;
  • Appropriateness of primary target audience;
  • Applicability of behavioral objective to problem statement;
  • Track record of organization; and
  • Cost effectiveness.

In addition, the selection panel may favor proposals that involve American citizens and/or Mozambican citizens who are alumni of U.S. Government exchange programs.

IV.            Notification of selection

Organizations submitting proposals will be contacted before September 1, 2017, with a notification of whether or not the proposal was selected for funding.

   V.            Amount of Funding

The suggested proposal range is between $5,000 and $25,000.  Multiple proposals may be selected for funding.

VI.            Performance period

The performance period for proposals must take place between October 1, 2017 and March 31, 2018.

VII.            Eligibility

Only non-profit entities registered with the Government of Mozambique may submit proposals.  The selection panel will accept proposals from non-Mozambican (i.e. foreign) organizations so long as those organizations are registered to legally operate in Mozambique.  Such entities may include nongovernmental organizations, civil society organizations, and non-profit academic institutions.  Applicants must submit a copy of their organization’s registration certificate with their proposal.  Proposals from for-profit companies, individuals, or informal organizations not registered with the Government of Mozambique will not be accepted.  With the exception of universities, proposals from entities wholly owned by the Government of Mozambique will not be accepted.

VIII.            Language

Proposals may use either English or Portuguese.

IX.            Proposal Format

Proposals must include the following elements in order to be considered for funding.  Pay attention to the designated word limits in each element, because we will stop reading after the limit is reached.  Do not provide information not requested below; it will only make your proposal less attractive for funding.

  • Title (10 words or less);
  • Name of organization;
  • Description of organization (100 words or less);
  • Point of contact in organization;
  • Problem statement (provided);
  • Description of primary target audience (200 words or less);
  • Description of behavioral objective for primary target audience (200 words or less);
  • Description of activity or activities (300 words or less); and
  • Budget in U.S. dollars.

What is the purpose of your organization?  How many people are in it?  For how long has it been registered with the Government of Mozambique?  Has it ever received funding from the United States Government?  If yes, briefly explain.

E.   Problem statement (provided)

Include the following problem statement in the proposal:

Suggestions and complaints left in the boxes at Mozambican government public service offices are largely underutilized.

Do not modify this problem statement.  Do not provide any additional problem statements.  Do not provide any analysis of the problem.

F.    Description of primary target audience (200 words or less)

What is the single group of people your proposal seeks to influence?  How many people are in this group?  Are they men, women, or both?  What is their age range?  What is their monthly income?  What is their education level?  What is their relationship to the problem statement?

Do not provide multiple target audiences.  You only get one, so be specific and make it count.

G.  Description of behavioral objective for the primary target audience

What single action are you trying to get the primary target audience to take in order to address the problem statement?  The behavioral objective must be measurable and achievable for the performance period of the proposal.  At the end of the performance period, you will have to tell us how many people in the primary target audience achieved the behavioral objective.  How will you measure this? Avoid vague behavioral objectives such as “know,” “understand,” or “be aware.”  Knowledge, understanding, and awareness are difficult to measure and even harder to achieve in a six-month performance period.

Note: While the primary target audience and behavioral objective must have some relationship to the problem statement, neither they nor the activity need necessarily involve a suggestion box.

Do not provide multiple behavioral objectives.  You only get one, so make it count.

H.  Description of activity or activities (300 words or less)

How will you help or influence the people in the primary target audience to achieve the behavioral objective?  Will you partner or otherwise coordinate with any other organizations to run these activities?  When and where will the activities take place?  Will the activities change throughout the performance period (i.e. are there phases in the proposal)?

Make sure any activities in your proposal are directly related to the achievement of the behavioral objective by the primary target audience.  Unrelated activities will make your proposal weaker and less likely to be selected for funding.

I.      Budget (in U.S. dollars)

Identify any and all projected expenditures associated the activities described in the proposal.  Identify any revenue, such as participation fees, that will be generated during the performance period.
